It isn't really Latin, but more like a salad of haphazardly rearranged fragments of Latin or Latin-looking words. Possibly a sort of lorem ipsum...

These are croatian newspaper and everything is on croatian but this horoscope text so i tried to translate it but couldnt and my latin teacher sead it is latin but some unknown and that she saw things like that but couldnt translate them. So I really want to know what does it mean.

It isn't Latin but rather some random jumbled-up sequence of Latin-like words meant to mimic Latin. Very odd, since the horoscopes for the other star signs aren't in this weird gibberish "language". Maybe the newspaper uses a "filler" text generated by a "Lorem Ipsum" program and they just forgot to replace this one with something real.

It's nonsense, but impossible to say why it's there, unless whoever writes the horoscopes wanted to see if anybody would notice, or go out with a bang.

It could be some kind of code
In the off chance that it is a code of some sort, the only person who could elucidate it for you would be the newspaper publisher or the writer of the actual horoscope. Since it's not real Latin, we can't help you with it, sorry to say. In all likelihood it's just lorem ipsum filler text that was left in because the writer forgot about Leo that day.

Horoscopes, after all, take advantage of the Barnum effect. They are written in such a way that they are meaningful to anyone who receives them (in that they are deliberately vague, just like fortunes from fortune cookies).
