Why is it snowing on the main page and beginners page? Is there a way I can stop it?

If you refresh the page once or twice, it should stop (but may start again next time; the thing is programmed for there to be a small chance of it snowing every time you open or refresh a page).
For it to stop permanently—or, well, at least until next year—you may have to wait until the end of the holiday season.
You gotta wait for the weather to change somewhere around the central Europe, *basically : D

Between the 23rd and 27th the chance to snow on the forum was set much higher, it has somewhat decreased now, will decrease still...
(there is also a random Christmas carol miniplayer on the bottom of the screen; but I don't know for how long still)
