The meaning is clear, but what is the function of mihi in the sentence?

Notare sibi is just an idiom where I guess sibi wouldn't usually be rendered in English translation. Perhaps the dative is an ethical dative? Unless it's just a sort of indirect object or dative of advantage. I'm not entirely sure what it should be called. Anyway, it means taking note of something to oneself, basically; so noticing etc.
