The above phrase appears - and I guess always has - on the front cover of the journal of the Hastings and East Sussex Natural History Society... of which I am the editor. It occurred to me when I received my copy of the 2015 journal that I ought to know what this means but I don't. The normal set of web searches leave me none the wiser except that it may be a quote from Seneca.
Grateful for any assistance.

It's indeed by Seneca (so Google has confirmed to me). It means "Nature (or the universe) does not reveal its secrets all at once."
